He was born on March 20, 1940, in Vilnius.

During 1958-63 he studied at Vilnius Pedagogical Institute (VPI) and specialized in the teaching of Lithuanian language and literature. During 1965-68 he was an assistant in the Philosophy Department of VPI; during 1968-71 - a graduate student in the Philosophy Department of Vilnius University; during 1971-72 - a senior lecturer in the Philosophy Department of VPI. During 1973-87 he was senior research fellow and department head of the Republic Scientific Technical Library and the Lithuanian Information Institute; during 1988-89 - senior research fellow at the Institute of Philosophy, Sociology, and Law; during 1989-91 - assistant secretary of the Pedagogical Institute; since 1992 - director. He is a doctor of humanities. He was a member of the Lithuanian Science Council (1992-93). He has published about 150 scholarly articles and has edited ten books. He speaks Russian, English, and French.
